Can the native Haivian Council carry a seven-member advisory audit through its complete lifecycle, from composition to peer review, kernel disposition, independent procedural verification and acknowledged delivery, on frozen evidence?

Method
A seven-member Council was composed for the audit and set against the frozen E.ON Stage 1 evidence package as a shadow advisory review. Every member reviewed every other member's work, producing 42 directed peer-review exchanges. The unchanged Consensus Kernel then required, and received, seven acceptances. A separate procedural verifier that took no part in the audit checked the whole package, and the result was delivered to the Program Director and to Marketing, both of whom returned transport acknowledgments.
Artifact
A content-addressed completion package: composition record, member evidence, the 42 review edges, the kernel result, the 95-check procedural verification, the delivery envelope and both acknowledgments, plus a 195-entry final manifest. The completion receipt and final manifest are fingerprinted at SHA-256 2486e4d8 and 2259c9d4 respectively, and were re-hashed and matched before this entry was written.
Result
PASS / ADVISORY_COMPLETE. Seven of seven mandatory members completed. 42 of 42 directed peer-review edges completed. Seven of seven required kernel acceptances recorded, with zero dissent. Independent procedural verification passed 95 of 95 checks. The frozen kernel, the frozen input, the member evidence and the E.ON Stage 1 evidence itself were all unchanged throughout, with zero Stage 1 executions and zero Stage 1 writes. Recorded status: complete, verified and acknowledged.
How to verify
The lifecycle was not flawless on the first pass, and the record says so. Two kernel invocations were made, not one. The first result was not persisted because an adapter around the kernel expected six acceptances when the frozen quorum rule required seven. The owner authorized exactly one change, the adapter's postcondition from six to seven, and one further kernel invocation, with the kernel, the frozen input and all member work forbidden from changing. The recovered result was persisted and then independently verified. Earlier still, before any member had started, a custodian digest authentication failed and the run stopped rather than retrying; that failure receipt is preserved in the package, and the run proceeded only under fresh owner authorization. Both recoveries are part of the record, not edited out of it.
Adversarial tests
The procedural verifier re-derived every listed hash and size in the pre-verification manifest, re-validated the composition, frozen input and result against their schemas, and confirmed the only adapter delta was the six-to-seven postcondition. Manager self-certification was off. Council authority was off: the result is advisory and grants nothing.
Limitations
This was an advisory shadow audit of existing, frozen Stage 1 evidence. It is not a new scientific experiment and it does not reopen, rerun or supersede Stage 1; the prior E.ON scientific disposition remains controlling. Independent verification here means procedural verification within our own system, not external institutional certification. Seven acceptances are seven seats accepting one deliberation, not seven independent numerical reproductions. Transport acknowledgment confirms receipt, not scientific acceptance. All seven seats ran the same class of model, so this run does not demonstrate multi-model or per-discipline consensus. It demonstrates one seven-member configuration, not the general ability to compose any audit team. It establishes nothing about E.ON calibration, production readiness, general reliability or quantum advantage. E.ON Stage 3 audit coordination has been requested and has not started. E.ON is the subject of a public challenge problem, not a customer, partner, validator or endorser.
